Digital Success Programme 2.0- breakthrough in digital developments
Following a wide professional and social consultation the government decided by issuing the Government Decree 1456/2017 (VII. 18.) on the extension of Digital Success Programme, the acceptance of Digital Success Programme 2.0, which is a strategy of digital gain, because it formulates programmes to support digitalization in almost all fields of the Hungarian economy, state administration and Hungarian society.
Digitalization means the largest economic development programme for the next decade. Anyone who is involved in this process in a timely and prepared manner has a better chance. The most important task is to ensure that all citizens and businesses in Hungary recognize the importance of the digital transformation and that everyone will be among the winners of the process. The strategy containing more than 20 new development programmes, the strategy formulates these programmes to support digitalization in almost all fields of the Hungarian economy, state administration, and society. In the coming years, DSP2.0, in addition to making the Internet accessible and affordable for everyone, comprehensive infrastructure developments, the digital transformation of the entire Hungarian education system and other developments already underway, will also contribute to new areas to make Hungary more prepared for the inevitable digital transformation.
Digital access, infrastructure
Within the framework of DSP 2.0 all barriers to someone becoming an Internet user shall be removed. Therefore, in order to ensure that the lack of financial resources does not exclude any Hungarian citizen from participating in the digital world, another significant tax reduction, reduction of VAT on Internet use from 18% to 5%, by the end of 2018, we try to assist with free broadband wifi service established in all settlements of the country by introducing the Digital Success Basic Package.
The goal of the Hungarian 5G Coalition (5GC), which was formed on 19 June 2017, and initiated by the Digital Success Programme is for Hungary to become one of the European centres of 5G developments and to play a regional leading role in the development and testing of 5G-based applications.
Digital economy
The digital transformation is the key to improve the competitiveness of the Hungarian economy, therefore different sectorial digital transformation strategies are drawn up in the frame of DSP 2.0. Preparing domestic micro-enterprises for the digital transformation is essential. One of the main obstacles for the development of the digital economy in Hungary is the low number of digitally qualified workforce- therefore the execution of Digital Workforce Programme (DWP) is a determining component of DSP2.0.
Digital Agricultural Strategy
The aim of DSP2.0 is that the various digital devices (e.g. smart watches, etc.) and services contribute as much as possible to the improvement of the well-being and health of citizens, as well as to the preservation and development of their health and the prevention of diseases. Within the framework of DSP2.0, Hungary's Digital Health Industry Development Strategy (DHDS) will be prepared, which will primarily focus on the health benefits of citizens. The main conclusions of the strategy will be incorporated into the health industry strategy, prepared by the Ministry for Innovation and Technology.
Digital Sport Strategy
By the end 2020, the National Sports Information System (NSIS) supporting the operation of the entire Hungarian sports ecosystem will be completed. In order to preserve the international effectiveness of the Hungarian sport, and to improve the talent selection and management, and youth sports, as well as to support grassroots sports, physical education and leisure sports activities, the Digital Sport Strategy of Hungary will be prepared within the framework of DSP2.0.
Digital state
DSP2.0 programs include, but are not limited to, information security and cybersecurity enhancements, digitization impact assessment (physiological, mental, environmental, and social impact) research, enabling the involvement of Hungarian national communities living outside of the borders into the Digital Success Programme, and the Digital Development Program of Smart Cities.
In the 21st century, digitalisation is one of the most important tools for success and prosperity. The successful digital transformation provides an opportunity to puts us at the forefront of Europe. With the Digital Success Programme, we have already managed to achieve several results that previously seemed difficult to imagine. One of the most important objectives of DSP2.0 is to give every citizen, every business a chance to move one step forward in their digital preparedness.
